FOUND OUTSIDE GARBAGE DUMPSTER NOT MAINTAINED. OPENING AT BOTTOM SIDE OF SAID DUMPSTER LEAKING GARBAGE LIQUID ONTO GROUND, DARK BLACK STAINS, AND GARBAGE LIQUID ACCUMULATING AROUND SAID AREA.
