Observed equipment and utensils set-up in first compartment of three compartment sink to be wshed, rinsed and sanitize. However, premises is without hot runnig water to proper sanitize utensils or equipment. Instructed to restore hot running water and proper wash, rinse and sanitize all equipment and utensils. Critical citation issued 7-38-030.
