TO FLUSH THE TOILET YOU MUST REMOVE THE TOILET TANK COVER AND PUSH DOWN ON A PLUNGER LOCATED ON THE OUTSIDE OF THE ENCLOSED WATER TANK. MUST REPAIR THE TOILET SO THAT IT CAN BE FLUSHED PROPERLY. SERIOUS VIOLATION 7-38-030.
