OBSERVED DUMPSTER OUTSIDE CONTAINING WET GARBAGE WITH DAMAGED LID. LID WAS PUSHED IN AND GARBAGE WAS EXPOSED. ALSO NOTED A HOLE IN OTHER SIDE OF DUMPSTER LID.
