OBSERVED A BOTTLE OF HAND SANITIZER ON THE EMPTY SOAP DISPENSER. INSTRUCTED ALL HANDWASHING SINKS MUST BE EQUIP WITH HANDWASHING SOAP AND HANDSANITIZER MUST NOT BE USED IN PLACE OF HANDWASHING.
