OBSERVED THAT THE HOT WATER FAUCET HANDLE BELOW THE EXPOSED HANDSINK WAS TURNED OFF. ONCE STARTED FAUCET WAS TURNED ON, HOT WATER WAS AVAILABLE. MUST PROVIDE HOT AND COLD RUNNING WATER AT ALL TIMES. CRITICAL VIOLATION ISSUED 7-38-030.
