Establishment has exposed handsink, baby changing station handsink and 2 handsinks in toilet rooms that is not provided with hand drying device or paper towel. Manager states establishment is out of paper towel. Instructed that paper towel must be provided at all hand washing sinks. Critical citation issue 7-38-030.
