OBSERVED FOOD HANDLER,HANDLING CELL PHONE,STANDING BY 3-COMP SINK WITH GLOVES ON,THEN PROCEEDED TO PREPARE ORDER FOR GROUND BEEF ON CHIPS WITHOUT TAKING GLOVES OFF AND WASHING HANDS FIRST,POOR HYIGENIC PRATICES. INSTRUCTED MANAGER FOR EMPLOYEE TO WASH HANDS DURING MUTIPLE TASK PREP AREA. CITATION ISSUED.
